Added missing r-6, r-9 items in tech_10gbase_r_component_pkg.vhd and ip_arria10_e1sg/altera_libraries/altera_xcvr_native_a10_180/compile_ip.tcl

Use g_tree_len = 0 for wr_rst or fifo_rst. Assume g_tree_len is already covered in input rst if necessary.

Do not assign default value for g_reset in common_fifo_sc. To avoid clutter in report when using e.g.: grep -rl 'g_reset ' libraries.

Use g_tree_len = 0 in common_areset for wr_init. To fix failing tb in aduh and tb_lofar2_unb2c_sdp_station_adc_jesd.
