Ported tse.vhd and tse_a_stratix4.vhd technology for ip_stratixiv v9.1 from $UNB to technology/tse in $RADIOHDL.

Moved tb_ip_stratixiv_tse_sgmii_lvds.vhd to top level directory, no need for tb/vhdl sub directories here.

Renamed gx_reconfig_4, 8, 12 into ip_stratixiv_gx_reconfig_4, 8, 12, and added generic wrapper ip_stratixiv_gx_reconfig.vhd.
The gx_reconfig_4 is used by the tse_sgmii_gx.
The gx_reconfig_4, 8, 12 were were originaly in $UNB regenerated with Quartus v10.1, because the v9.1 version of ../gx_reconfig_12.vhd yielded a simulation error with the altera_mf.vhd model of v10.1.

Use tech_hton() from technology_pkg.vhd instead of from common_pkg.vhd. Similar for tech_ceil_div().

Renamed *_generic into *32b_generic.vhd.. Only need to provide the ip_stratixiv_gxb_reconfig.vhd with generics.

Renamed ip_stratixiv_hssi_gx_generic.vhd into ip_stratixiv_hssi_gx_32b_generic.vhd. Idem for tx and rx.

Instantiate ip_stratixiv/ip_stratixiv_gxb_reconfig_*.vhd in one ip_stratixiv_gxb_reconfig.vhd with g_nof_gx s parameter.

Renamed and relocated modelsim_libraries_<technologyName>.txt into hdl_libraries_<technologyName>.txt

Added bash script run_msim and run_quartus to start the GUI for target default, unb1 or unb2 and the correct tool version.

Added project_sim_p_otherargs = 'OtherArgs {+nowarn8684 +nowarn8683}' to the simulation configurations.

Rename ip_stratixiv_hssi into ip_stratixiv.

Use ip_<device name> directories instead of following the altera/altera_mf library namings.
Move all Altera IP for Stratix IV to ip_stratixiv/ and use prefix ip_stratixiv_<component_name> for the IP files.
Remove xilinx/xilinx_core directory. Instead added ip_virtex4/ directory with empty hdllib.cfg.
