-During init state, the block gen does not start until XON is high. This fixes
 the internal data flushing when en=1 but xon=0.

Added g_use_steps to support COUNTER sequence data with c_diag_seq_rx_reg_nof_steps=4 allowed increment step sizes. Did not verify it yet. Default g_use_steps=FALSE still simulates OK.
