Renamed and relocated modelsim_libraries_<technologyName>.txt into hdl_libraries_<technologyName>.txt

Added bash script run_msim and run_quartus to start the GUI for target default, unb1 or unb2 and the correct tool version.

Added project_sim_p_otherargs = 'OtherArgs {+nowarn8684 +nowarn8683}' to the simulation configurations.

Corrected derive_lib_order(), it now uses recursion to keep on reordering the lib_order until it is stable.

Updated for RadioHDL. The lp and mk commands work ok, only mk test is not supported yet. The as and ds commands are not changed.

Renamed get_lib_build_sim_dirs() into get_lib_build_dirs() and distinguish separate keys for build_sim_dir and build_synth_dir.
