c++ side of error handling added

This was the first OTB gui for the demo, has been replaced with the OTB
framework in OTB. Moved to the Attic.

This was needed for the initial RMI/JNI test for OTB. Can be placed on the
Attic  now.

the Controller-errornumbers and a collection of handy routines for contructing
names and retrieving the controller properties from a name.

File transfer for over RMI

Addition of netbeans project with which you can create your own Plotter configuration JAR file. You will need this jar file when embedding the Plotter project in other systems.

Prefer dynamic_cast to DH_Delay*; we can then ASSERT the result, which will
give a more descriptive error message than the std::bad_cast exception.

-Modifying data plots is now supported partially. You can now add lines to an existing plot. deletion and updating should happen next.
-Operator identifiers in the constants class to help determine what an update operation will consist of (add/update/remove).
