Since we now target CUDA 10 (or newer), there is no need for all the
switch-case statements. Use the compute capability of the
Tesla V100 (compute_70) as the new default setting. tSubbandProcPerformance
demonstrates that the performance is within 1% of the reference (which
was measured prior to updating the Compute Capability). Furthermore, the
kernel tests still all pass.

COB-121: Add tSubbandProcPerformance
