Draft: Add parameters required for the MVP

This MR adds the remaining parameters required for the MVP, as outlined on Confluence. Here we solely add all parameters, not all functionality that should be in the MVP.

The processed MSs are now output such that the ObsID in their name is exchanged for the SASID, following: LOFAR-USG-ICD-005.
