Add parameters required for the MVP

This MR adds the minimal set of parameters required for the MVP, as outlined on Confluence (refer to the table with DP3 parameters). The default values are either based on the old pipeline or LINC, in case of new parameters. Here we solely add the parameters, not necessarily all functionality that should be in the MVP.

The processed MSs are now output such that the ObsID in their name is exchanged for the SASID, following: LOFAR-USG-ICD-005.
