Resolve L2SS-1294

L2SS-1294: This patch demonstrates the feasibility of using requirements.txt to install dependencies. This is highly beneficial for the TMSS images which are actually used for deployment. Long term all docker image requirements and install procedures should be based around these requirement files which more easily allows to manage version constraints as well as allow to install dependencies from other sources then pypi.
