L2SS-1243: Use docker-compose & environment variables to deploy tmss

Creates required docker-compose configuration files as well as the necessary steps in Gitlab CI to deploy TMSS. This deployment is independent of the server, does not use mounted volumes and is easily replaceable to a different server through the use of Gitlab CI templates and Gitlab environment variables.

This patch renames some of the existing environments to reflect their new state.
