Added calculation of weights to NDPPP

Bug 1491: several changes to units of time convolution + adding option to create separate statistics for each baseline

path once more, to ${CMAKE_BINARY_DIR}/installed. People like to be able to
locally install different versions without the hassle of setting
CMAKE_INSTALL_PREFIX explicitly.
