First version of OfflineControl

Moved definition of TESTS_ENVIROMENT variable from the Makefile.am files to
the Makefile.common file.

- placed all BBS kernel code in the LOFAR::BBS namespace. probably needs more checking with other
  compilers (64 bit?)

- updated dependencies

Online processing consists of four processes

update of lofarconf.in files.

Fixed -P command. Wrong scope for variables was causing the $ethdr variable
to be undefined where it was returned.
-b option does not depend on -m option presence

Added support for (de)serializing a BBSStep using a DataHolder and Blobs.

- Resolved incrNParents() / decrNParent() inbalance. Whenever a MeqExprRep is destructed,
  it does a decrNParents() on all its children.

Apparently, the interface of tinyCEP and/or CEPFrame has changed. I don't want
to spend any more effort on maintaining the WH/DH stuff, since it will be
removed anytime soon. so I just commented out the lines that caused
compilation errors.
