TMSS-2261: removed ancient package PyGreSQL again. TMSS does not / should not depend on these OTDB tests. They are deprecated soon. Instead I implemented a skip_test with nice warning.

Fixed psrchive.cfg file, namely corrected lines started with "width" and ",find_min" - these are created by the used version of psrchive_config, and most likely a bug. The main fix is the removal of "FrequencyAppend::force_new_predictor = 1". This causes the psradd to work incorrectly introducing gaps between subint and increasing incorrectly the observing length.
