TMSS-2261: for build_SCU, only build SCU (not TMSSFrontend as well). For unit_test_TMSS_Frontend use image ci_tmss

TMSS-2261: made unit_and_integration_test job for TMSS, made regression_test job for TMSS. Combined/simplified the .deploy-tmss-docker-compose and deploy-tmss-prod into one job
