   * Parameter 'reportType' = Full|Changes for managing reports during heartbeat

 + deleteTree: also clear VICkvt table when a tree is deleted.

Changed key names.

Work around bug that prevents Storage from running.  Needs proper fix, though.

bug 1362: made fork()ing more robust: prevent cancelling the child process, close all filedescriptors >2, etc.

- fixed obs for which nrsubbands!=nrbeams per pset when phase1+2=phase3
- split configuration of coherent and incoherent stokes
- remove ring support as that is moved to python environment or earlier

bug 1362: tie register/unregister_thread through a single object, and don't make unnecessary map checks

bug 1362: convert pencil ring specification to coordinates, and copy stokes configuration into separate coherent and incoherent settings

Changed location of files.  Still needs a real fix, since fixed paths
should not be in the source code.
