Task #8887: added config. added optionparser for commandline args. resourceassigner can now actually start

Task #8758: merge from branch RA-Task8758 to trunk. svn merge did not work, so I used svn diff on branch and svn patch to trunk. For revision history, see branch.

- swlevel 2 switch now has a timeout of 180 s
- kill_rspctl() times out after 10 s

to a version from before Oct this year when it still worked.

Task #9058 Its possible to have this functionality when remembering the order of the replacement keys. Not a very elegant solution but it should work.

First look for nosetests2, if not available nosetests
to ensure first finding the Python 2 version.

Also moved ppstune.py to ppstune/ module directory.
