Task #6847: Reverted #6188 (cleaning PVSS data points) because it breaks observations. Only reverted MAC/APL/CEPCU/src/OnlineControl to work around subversion

Task #1418: fix rspctl build warnings with gcc-4.8.2. Remove a few unnecessary casts; left some others (e.g. return val of blitz extent()) unchanged (looks correct). Hopefully, won't break very old software installations here.

Task #6384: Accidentally removed one line too many from tClaimManager.dpl, which caused WCCOAascii to barf with an error.

Task #6384: Added two tests in RTDBCommon to the PVSS test framework. Needed to create two new dpl-files, which I created by cutting Navigator2/dplist/station_system.dpl up in parts.

Task #5921: Reverted all changes on this branch. I'm going to solve this issue in a more pragmatic and less intrusive way.

Task #5912: Added simple wrapper to target_link_libraries() in MAC/APL for its subpackages, which use target_link_libraries() quite often.

Task #5921: Removed extra tp_protocol library, merged it with the tbbdriver library; problematic target_link_libraries() statement could then be removed.

Task #5915: Added StringUtil.h as include file. Isn't necc. on RS005 but seems necc. for jenkins build?!

Task #5915: Added 'disabledRCUlist' utility for operators that produces a list of rcus (for a given rcumode) that are set tot 'broken' in PVSS.
Program will be installed in /opt/lofar/sbin/

Task #5781: Attempted reintegration of task branch into trunk (error has been reported: svn: E155023: Can't set properties on'/data1/schoenma/LOFAR_trunk/src/LOFAR/RTCP/Interface': invalid status for updating properties.
