L2SS-1511: allow mixing of lofar 1 and 2 stations. Only used lofar1 stations in parset, do not start CorrAppl (Cobalt) via OnlineControl if lofar2-Lobster is already taking care of it.

as asgreed on the daily, after the intermediate merge from lcs128-runner-upgrades to master, the ci_scu and ci_lta builds were fixed. Also simplified the testing stages.

lcs128: as agreed with the team, allow deployment before tests complete. This comes with the responsibility of fixing a deployment if any of the tests fail

lcs128: simplified testing stages. Just use one stage running all unit/integration/regression tests. The overall runtime is smaller, and each test is executed only once.

lcs128: updated Dockerfile_ci_base to be based on centos7.9.2009 and made the postgres dependencies working again

lcs128: as discussed with the team, removing lofar1 MAC builds/tests/deploys, as MAC fro lofar1 will not be deployed anymore except for MACScheduler which will be build&deployed once by hand by jorrit to make combined lofar1 and lofar2 observations possible

This patch updates how the gitlab runner is used no longer relying
on host caching. In addition we optimize these cacheless builds by
tagging and pull / pushing images from our own registry.

Lastly, we secure some build stages using environments.
