Fixed template redefinition problem. Because the pqxx header file uses
char_traits, the char_traits specialization in BlobStringTraits.h must be
included before the pqxx header file.

Physical path to files for virtual host www.lofar.org has changed.

Moved weeklybuild script to autoconf_share directory. It's just as good
(or bad) as LCS/Tools/src; however, scripts used by weeklybuild.sh were
put in autoconf_share.

Created a safe haven for this valuable build script which is used by the
`lofar' (administrative) account to do a weekly build.

Removed make-variable declarations for ununsed test program.

Files pkgext and pkgextcppflags, and variables CPPFLAGS, LDFLAGS and
LIBS should only be updated when casa/aips++ is actually used;
i.e. when lfr_use_casa = 1.

Removed spurious use of common_top_builddir, which is never defined and

* Also define AIPSPP when --with-casacore is given. That gives us the
  opportunity to guess a proper value for AIPSPATH in runtest.sh when casacore
  is used instead of aips++ and (consequently) aipsinit.sh cannot be found.
* Let lofar17 use casacore instead of aips++.

Temporarily switch to the AIPS++ dev version, because the prod version is too
old. This can and should be fixed by abandoning AIPS++ for CasaCore (see bug
#1076).
