Task #4624: Added key _DPname to default.parset; needed for tProductionParset. Disabled the MACCLP socket appender, because it triggers random segmentation faults in rtcp.

Task #4624: rtcp now tries to send its log messages to the MAC Log Processor. At the moment it crashes the LogClient for unknown reasons.

Task #4705: Added MPI rank to pattern layout of rtcp.log_prop, using environment variable MPIRANK that will be set by rtcp.cc. Always log to stdout to ameliorate intermingling of messages due to unbuffered I/O. Unified log pattern layout.

Task #4270: Created Cobalt package under RTCP, containing GPUProc, InputProc, OutputProc (copy of Storage), and the OpenCL FFT libraries
