lcs128: as agreed with the team, allow deployment before tests complete. This comes with the responsibility of fixing a deployment if any of the tests fail

lcs128: simplified testing stages. Just use one stage running all unit/integration/regression tests. The overall runtime is smaller, and each test is executed only once.

This patch updates how the gitlab runner is used no longer relying
on host caching. In addition we optimize these cacheless builds by
tagging and pull / pushing images from our own registry.

Lastly, we secure some build stages using environments.

removed unused and thus obsolete 'deploy-test' stage and it's unused jobs. If and when we start working with a new test environment, then we can introduce new test-deployment-steps.

This adds code coverage and cleans up the code.
