When a build-arg is used in athe FROM statement it kind of gets
swallowed by Docker.  In order to have access to it one has to add
another ARG statement after the FROM.

This also solves the problem that specifying x96-64 as generic
optimisation works for -march=x86-64 but not for -mtune.

Resolve ROHD-2434 "Bug fix Docker image lofar-base cpu optimisation"

Remove the -march=soandso and just pass soandso as build arg
and take care of setting the -march and -mtune parameters in
the Dockerfile.

Fix a bug where parts of the image are always compiled with
-march=haswell setting.  This breaks even the compilation of lofar-base
further down the line when executed on a non-haswell build host.

SW-907: made the test fail, by testing for expected behaviour (which is not implemented yet, and wich is exactly the buggy behaviour we want to solve.

SW-907: wrote test proving that the RADB indeed sets the status of the trigger observation to approved when a conflicting running observation is killed

SW-906: fixed bug, now the BusListenerTests.test_designated_queue_name_contains_subclass_name passes. Adapted other tests to new signature of designated_queue_name method.

SW-861: manualy copied in the qa_service related modifications from long-living-prototype-branch adder-Task10079 dffc966a

SW-857: manually merged in the changes for the qa_service from the adder-branch into LOFAR-Release-4_0
