This is necessary to have the latest DAL pulled in that is compatible with the
LOFAR Data Format ICD - TBB Time-Series Data V3.04.01.

This version of the shell seems to not understand those commands.  :-(

Task #11328:  Changed the lofar-base Docker file to use Thomas' fork of DAL until all modifications have made it back into the official repo.

Also added a directory "edit_these_files" that shall contain files that the
user must edit before building the Docker image.
Added README.md that describes what the user should do the receive proper
user credentials to put in the mom.ini file.
