bug 225: 

* Added FCNP
* Changed build environment to be able to build FCNP.  Use target
  gnubgp_ion for the I/O nodes and gnubgp_cn for the Compute Nodes.
  Unfortunately, the build environment can only generate dynamically-
  linked executable for the Compute Nodes now.
