2021 03 22 branched from master attribute wrapper

I have converted the SDP and PCC to use the new attribute wrappers for attributes and hardware device class for the devices. Removed the /SDP and /PCC folder and moved both of them to /devices. Also added my Jupyter notebooks for testing and a CDB config for windows.
