L2SS-595: added all FPGA_bf_weights points

added all FPGA_bf_weights points regardless of debug or operational status, assuming they are all going to get changed to operational soon. otherwise the debug points can be removed Closes L2SS-595

What happened here.. why did this interface change and do we have so many beamweights now?

I was told that the weights had been removed and that these should be added. except that some of them hadn't been implemented, and a bunch would soon be added. bit unorganized and unannounced. To me it seemed as if they werent completely sure yet, but had decided to move on anyways.

These points do not seem to exist on sdptr either:

Discussed with Eric. Most points are OK, used for debugging. Removed two superfluous ones.

Still misses N_complex=2 in the largest dimension for all values, as each value is actually two: real and imaginary.
