Resolve L2SS-357 "Rename pcc to recv"

All occurrences of PCC have been renamed to RECV I left the PyPcc2.py in the PyPcc project untouched. That will be changed in due course by/together with Paulus Kruger

Closes L2SS-357; Done with testing the device-recv and recv-sim Attributes in the SC code, PyPcc2.py from Paulus and the ICD are not in line, so many attributes fail. That has to be solved in another branch.
