Fix node version to 16

Temporary workaround for:

Error message "error:0308010C:digital envelope routines::unsupported"

This is intended to solve the immediate problem of a broken build; when we are back up and running, I'll ticket an upgrade to more recent node.

Personally I use the export NODE_OPTIONS=--openssl-legacy-provider environment variable instead of using the older node version. Shall I put that in the CI pipeline?

I don't think it matters — neither is a good solution really, so I have no preference. The important thing is just to unbreak the build in the short term, then do the upgrade properly when we have more time.
