Copy CI/CD pipeline from esap-root-demo

I copied the pipeline from https://git.astron.nl/astron-sdc/escape-wp5/esap-root-demo. That should still work for this repo. It does rely on the codemeta.json being present, hence I want to merge into the codemeta branch.

As a result of this MR, the old repo can be removed and esap-general#170 (closed) closed.
