Create “ESAP meta” repository for upload to the OSSR

Per our discussion of 2022-09-26, we agreed to register a single OSSR entry for mainline ESAP. This will refer to a “meta” or “root” repository, which brings in the major components (API gateway, worker, GUI) as git submodules. Please create that repository.
