Catch ConnectionError when VO query fails

David Rafferty requested to merge catch_connectionerror into master

This MR, along with LSMTool!74 (merged), will handle errors caused by VO connection problems. When these occur, the image diagnostics will be skipped (instead of the script exiting with an error as happens now).
