AST-1384 Add ElementResponseSphericalWave - Reading HDF5 file
Add a generic ElementResponseSphericalWave that can read coefficients, frequencies and NMS from an HDF5 file.
Test that it reads the HDF5 file correctly and rejects invalid HDF5 files.
