COB-269: Build & deploy COBALT through gitlab

Closes COB-269

NB:

  • Deployment in prod and test tested manually, and work. (OutputProc deployment requires SDCH-3532, so activating the OutputProc install is NOT tested).
  • OutputProc does not run unit tests, by lack of gitlab-runner executable to upload/download artefacts on CEP4. The GPUProc build also runs OutputProc tests though.
