Draft: TMSS-1905: consider reservation schedulability specs when scheduling a subtask

Implements the feature that reservation schedulability specs are considered when a subtask gets scheduled, so that e.g. stations are not taken out of an observation getting fixed-time scheduled when they are reserved by a reservation that allows fixed-time scheduling.
