Intermediate merge of TMSS-207 to master
We are at the point in TMSS-207 were "commissioning" on the (mocked) services now works. TMSS, the qa_service, pipelinecontrol and the tmss_subtask_scheduling_sevice integrate and work together as was demonstrated during the sprint review demo. This already resulted in lots of code changes, and tying of loose ends. @jkuensem, @goei and I agree that these changes are good enough to go to master. So that's why we decided to do this intermediate merge, and make this latest TMSS code available for the next stories in the sprint.
The next phase in TMSS-207 is to do actual commissioning on the test system with stations, cobalt, and a pipeline on cep4. We expect to encounter some bugs (which is what commissioning is for), so we keep this TMSS-207 branch open for further commissioning-bug-fixes.
