Add Missing UTC Mock to test

Reinder Kraaij requested to merge TMS-2810----Test-Update-For-Schedular-class-(test-only) into master

This adds the UTC Mock and corrects a function check in excelview.scheduling.set . (Will fail still , because excelview.scheduling.set is net yet send to Production)
