+TMSS-2810+ "Unit tests fix"

This is an addendum to the packages update, which correctly adjusts the unit tests to skip and adds the output of the unit test correctly to sonarcloud, it also uses the spinner from primereact, and sets compatibility mode back to 17.

States needs to be verified throughout the application in order to fix items.
