Closes TMSS-163, merges the improved gitlab build pipelines into the originating branch TMSS-146, so that one can be reviewed and merged into master.
Changes look good. The dockerrize step still needs to be changed to be based off a centos image with python 3 installed on top of it.
I don't mind if it gets done on the other branch but the work still needs to be done.
So this ticket can be merged.
