L2SS-1269: removed supervisor ini files for TMSS for scu, as we now deploy and run using docker-compose

TMSS-2262: wrote initial implementation for the Lofar2-TMSS observation controller. This controller listens to the lofar messagebus and acts on subtask event updates for quick handling, and polls at regular intervals for upcoming observations. Addded ToDo's for the specification conversion and station-spec-submission

COB-275: Disable failing test that requires python2 and DAL (which is also python2). Cmake has a hard time dealing with mixed python2 and python3 setups.

COB-275: Do not include TBB writer in Online_Cobalt, as we run that one from Docker on CEP4, not COBALT

TMSS-1332 & TMSS-1333: made temporary adapter service which creates/deletes reservations in TMSS for MoM/OTDB/RA observations, and vice versa, thus the two systems block each other when observing to prevent accidents

TMSS-850: processed review comments: t_cleanup_tmss_integration_test was not included in testing, fixed that; and fixed the t_cleanup_tmss_integration_test itself: use new graph api, and fixed race conditions.

This allows setting a subband selection using the
Cobalt.BeamFormer.Beam[x].subbandList key, rather than via
Cobalt.BeamFormer.Pipeline[x].Beam[x].subbandList. This is a bit cleaner
when using only a single beamFormer.
