TMSS-2896: because this service is calling methods in tmss python modules we need to call setup_and_check_tmss_django_database_connection_and_exit_on_error. It is debatable if we need a service at all, or that this method can just implemented in a simple lib and exposed via the rest api

L2SS-1511: use all lofar1&2 stations for cobalt. Override this in lobster, because lobster is the service controlling lofar2 (and combined) observations.

L2SS-1511: allow mixing of lofar 1 and 2 stations. Only used lofar1 stations in parset, do not start CorrAppl (Cobalt) via OnlineControl if lofar2-Lobster is already taking care of it.
