TMSS-894: Added 'Move to Top' button in project report also. Issue in dialog and message for CSV download option in cycle report is fixed.

TMSS-892: Ignored scheduling constraint from strategy parameters while creating and editing scheduling units as it was throwing error to get task_template for the parameter.
