ROHD-2426: Apply timeout on writing to pipe when stopping an observation that is already stopped (and thus won't read from the pipe)

When a build-arg is used in athe FROM statement it kind of gets
swallowed by Docker.  In order to have access to it one has to add
another ARG statement after the FROM.

This also solves the problem that specifying x96-64 as generic
optimisation works for -march=x86-64 but not for -mtune.
