SW-522: made the output_path for the datawriters based on project and trigger_id. Call self._add_meta_data_to_h5_files (in same output_path) to add the needed meta data after the normal data was written

SW-488: made tbb docker image configurable, and set it to lofar-outputproc:SW-488-Epic_TBB_ALERT for now.
