TMSS-139: made LDAP vs Open-ID authentication configuration dynamic based on environment variables. This should give you a simple test-ldap server during testing, and allows Open-ID authentication in acceptance tests and/or production

TMSS-139: start test-ldap-server first, so django settings do not complain during database setup. Log autentication errors
