Cloned the basic pyrap converters and used them.

Bug 1619: PythonInstall now defines PYTHON_BUILD_DIR, so it should be included early. Furthermore, PYTHON_BUILD_DIR and PYTHON_INSTALL_DIR must be FORCEd into the cache.

Bug 1310: I was overzealous, removing the libraries in pyparameterset and pyparmdb. They are needed by dependent packages, to link their version-info executables.

makeSubset now returns a PyParameterSet instead of ParameterSet object
