Bug 826: Added getTreeGroup function to support the three different observationlists needed by Navigator 2.

- Control processes now call clearRunState() when they're done.
- GlobalControl does not "hang" anymore when in FINALIZE state. A new state
  FINALIZE_WAIT was added which acts like any other WAIT state (i.e., wait
  blocking for a couple of seconds for an incoming result trigger)
- Control processes now return "indeterminate" for unsupported ProcessControl
  methods, instead of "false".

This communication is async so we have to create a seperate task to handle the IO.
The test dir contains a program that demonstrates how to use the CMtask.
