Task #9893: MessageRouter: remove cobalt.task.specification.system from rule: the queue is not defined elsewhere. I don't remember why I added it 6 months ago, but likely for piggy-backing, which will happen without a new routing rule. Also delete obsolete build_queues.sh (we use populateDB.sh instead).
