TMSS-1806: simplified constraints module/package. We currently use only one set of constraints. If we need more or some variants of constraints via new versions of the constrains-schema, then we encode these variants in local code paths in the constrains.py module. So, I moved all methods from constrains/__init__.py and constrains/template_constraints_v1.py into one constrains.py module.
