TMSS-307: while working on TMSS commissioning with TMSS-573 it was discovered that cobalt sends its feedback to a queue with a single consumer. Now with two consumers (the extra tmss_feedback_service) they were fighting over the messages. Hence, the queue has been replaced with a topic exchange which duplicates the message in two seperate queues for otdb and for tmss.

SW-699: Replaced QPID infra management scripts & database by single script. Also sets up RabbitMQ infra.

SW-699: Use a single broker and bus (exchange), and make service names unconfigurable (fixed in Service and RPC). Greatly reduces configuration size.

SW-693: Swap ToBus/FromBus broker/options parameters to make overriding broker easier (common) than overriding options (uncommon)

Fix merge conflict on momqueryservice.py. Moved on trunk, but changed on this branch.
Solve by replacing the moved file with the changed file (thus, move the changed file over the moved file).
Careful checking of (JD's) changes shows this is correct; the changes are preserved.
Other moved files did not cause conflicts, since they were not changed.
