SW-0: moved the cep4_utils.py file from QA to LCS/PyCommon, and fixed references. Needs to be adapated in https://svn.astron.nl/LOFAR/branches/adder-Task10079 as well.

SW-0: only monitor outgoing traffic to LTA sites, not all outgoing traffic. As a (desired) consequence, outgoing LTA traffic is now allowed to take precedence over internal traffic.

The TBB UDP frame sizes in transient and spectral mode are different.  In
spectral mode the frame size is only 2012 bytes where the transient mode has
a frame size of 2040 bytes.  This must be addressed in the code when the
number of samples per frame is calculated.

The CRC16 checksum is now disabled because the current TBB firmware version
1.3 for ALERT appears to send UDP frame headers with wrong checksums.

Added directory structure for main_control and incorporated legacy FP7 
Uniboard python under python/uniboard

Started with an advanced integration test vor executor.py using UES with 
both beam former and correlator boards.

Task SW-487: Turned test_db_consistency from a test into an executable, since it is a generic tool, not a test.

Task SW-486: Write tFastFileStream test files to . instead of /tmp, to avoid tmpfs on CEP4, which does not support O_DIRECT.

This version of the shell seems to not understand those commands.  :-(

Task ROADMT-250: Use a cache as fall back to determine CEP4 nodes to use for writing output. Also uses cpu[40-44] as default. Author: Reinoud Bokhorst
